How Pope County property taxes are calculated

Pope County tax is worked out in two steps. Arkansas first sets assessed value at 20% of market value, then the millage for the parcel's district and city is applied at $1 per $1,000. Amendment 79 sits between those two steps, so a home held for years can be billed on a taxable value below its assessed figure. In a county with an 8.92 mill spread between the cheapest and dearest address, that district step is what separates two similar houses. A qualifying primary residence deducts $600 at the end.

Here is the working for a $170,000 home in Russellville inside the Russellville #14 district, which carries a combined 45.82 mills for 2026 collections:

  1. $170,000 market value times 20% equals $34,000 assessed value.
  2. $34,000 times 45.82 divided by 1,000 equals $1,557.88 tax before credit.
  3. Subtract the $600 homestead credit to reach $957.88 estimated annual tax.

Move the same house into the Pottsville #61 district but keep the Russellville address and the rate rises to 50.22 mills, giving $1,707.48 before credit and $1,107.48 after it. Same house, about $150 more per year, decided entirely by which school district line the parcel falls on. The county average is a useful first estimate and never a final number.

Rows taken from the Arkansas DFA Assessment Coordination Division 2025 Millage Report, covering 2026 collections and issued March 2026. Two points about the table above. First, the report also prints a Dardanelle #15 rural line of 0 school, 0 city, 0 county and 0 overall mills. Dardanelle is a Yell County district that fringes into Pope County and levies nothing here, so it is a fringe artifact rather than a taxing combination and it is omitted. Second, the county average county column reads 4.25 mills while every per-district row reads 4.5; the average is a county-wide weighted figure across all parcels, so it sits below the per-row column.

Why two Pope County homes can have different tax bills

Pope County has nine school districts and only one city that levies a property tax. That combination produces a 8.92 mill spread between the cheapest and most expensive address in the county, and the school district does nearly all of the work.

  • Russellville city sits in four school districts. A Russellville address pays 45.22 mills inside Dardanelle #15, 45.82 inside Russellville #14, 48.52 inside Dover #17 and 50.22 inside Pottsville #61. Russellville is the only Pope County city that levies a city tax, and its 0.52 mill rate follows the address into whichever district applies.
  • The county levy is 4.5 mills everywhere, but the mix changes. Russellville city rows carry 1.25 mills of road tax allotted to the city, 1 mill of county general, 1.25 mills of county road and 1 mill of library. Rural rows carry 1 mill of county general, 2.5 mills of county road and 1 mill of library. Both add to 4.5, so a city address gains no county-level advantage, but the roads money lands differently.
  • School levies span 36.8 to 45.2 mills. Clinton #1 is the cheapest school district touching the county at 36.8 mills of which 7.8 is bond and 4 is other bond. Pottsville #61 is the most expensive at 45.2 mills, all of it maintenance and operation plus 20.2 mills of bond.
  • Atkins, Dover, Hector, London and Pottsville levy no city tax at all. An address inside those cities pays exactly the same as the rural tier of the same school district, so an Atkins city address and its surrounding countryside both pay 47.9 mills.

School district boundaries do not follow city limits. The state report lists six fringe districts reaching into Pope County: Dover fringes in from Johnson County, Hector from Searcy County, Clinton from Van Buren County, Dardanelle from Yell County, Lamar from Johnson County and Wonderview from Conway County. If your parcel sits in one of those, the rate on your bill may look nothing like the Russellville numbers. Pope County's own millage page prints the same rate for every row above, which is a useful independent confirmation, though it labels the Dardanelle district #27 where the state report prints #15.

Russellville, Dover, Atkins and the rest of Pope County

Russellville

Russellville is the county seat and the largest city, and it is the only Pope County municipality that levies a property tax. The city rate is 0.52 mills. Because Russellville's boundary crosses four school districts, the same city has four different total rates: 45.22 mills in Dardanelle #15, 45.82 in Russellville #14, 48.52 in Dover #17 and 50.22 in Pottsville #61. Both the assessor and the collector sit in the courthouse at 100 West Main, so a Russellville resident can handle valuation and payment in one trip.

Dover and Atkins

Dover and Atkins are the two next largest cities and neither levies a city property tax. A Dover address pays 48.0 mills and an Atkins address pays 47.9 mills, identical to the rural tier of their own school districts. Dover city sits inside the Dover #17 district, but the district also reaches into Russellville, so Dover #17 covers two cities at two different rates.

Hector, London and Pottsville

Hector, London and Pottsville are small cities that levy no city tax. Hector pays 49.0 mills, London pays 45.3 mills and Pottsville pays 49.7 mills. Each matches its district's rural tier, which means the calculator's county average sits above London and below Hector and Pottsville.

The rural and fringe areas

Outside the cities the county is split across the Clinton #1, Lamar #39 and Wonderview #2 tiers at 41.3, 44.48 and 43.7 mills, plus the rural tiers of the six larger districts. The rural Clinton #1 tier at 41.3 mills is the lowest rate available to any Pope County address, and it exists because the district's school levy is only 36.8 mills, the lowest of the nine.

Pope County Assessor

Official name: Pope County Assessor's Office. Assessor: Dana Baker. The assessor values real and personal property, maintains ownership and parcel records, handles exemptions and value freezes, and administers the homestead credit. Payment is not this office's role; that belongs to the collector.

AssessorDana Baker
OfficeSecond Floor, Pope County Courthouse, 100 West Main, Russellville, AR 72801
Fax(479) 968-4571
HoursMonday to Friday, 8:00 a. m. to 4:30 p. m.

The county says most business can be handled by phone, fax, email, mail, drop box or online, which is useful if you only need a record question answered. Pope County contracts its appraisal work to TASC, Total Assessment Solutions Corporation, and state law requires the county to mail sales verification forms to property owners after each real estate transfer. If you receive one, returning it helps the assessor build the local sales evidence that keeps values defensible.

Pope County Collector

Official name: Pope County Tax Collector. Collector: Jennifer Haley. This office bills and collects personal, real estate, utility and improvement district taxes for the county, the schools, the cities and the improvement districts, and remits the money to the county treasurer weekly. It does not set values. Value disputes belong to the assessor.

Pope County publishes five improvement districts that bill through the tax roll: Crow Mountain Fire, Point Remove, Conway-Pope County Levee District No. 1, Westfork soil conservation, and two sewer districts that are already paid off. If your bill carries an improvement district line and you have a question about the payout date or the amount, the collector publishes a direct contact for each district rather than routing it through the office.

How to find a Pope County parcel and its exact tax

Pope County runs its parcel records and its tax records through ARCountyData, a free public search the assessor and collector sponsor. It reported 47,825 parcels with assessor data refreshed on February 25, 2026 and collector data on February 26, 2026.

  1. Open the Pope County records page on ARCountyData and choose Real Estate Records to search by owner, address or parcel number.
  2. Read the market value and the assessed value on the parcel record. Assessed value is 20% of market value, so the two should differ by exactly that factor unless a cap or a freeze applies.
  3. Note the school district and the city or area. Those two fields select the row in the millage table above, and they are why two similar Russellville homes can be 5 mills apart.
  4. Switch to the Collector tab to see the current tax book, prior year payment history and current year receipts. The collector's data updates in real time, so a balance you see there is the balance the office will quote you.
  5. For mapping questions, the assessor publishes a Geostor link, but the county warns the mapping layer is incomplete and updated only periodically.

Personal property is assessed separately, and you can do it online at the Pope County online assessment page. If you did not assess in Pope County last year, the online route will not work and you will need to visit the office with your prior county paperwork or vehicle titles.

Paying Pope County property taxes

Pope County's real and personal tax books open on March 1 and the collector's own notice states the deadline to pay 2025 taxes without a penalty is October 15, 2026. Taxes not paid by October 15 are delinquent and a 10% penalty is added plus other fees. When October 15 falls on a weekend or a postal holiday, the collector's office states that taxes become due the following business day.

Payment methods the collector documents

  • In person: the collector's office is on the second floor of the courthouse at 100 West Main in Russellville.
  • By mail: 100 West Main St., Russellville, AR 72801.
  • By phone: the collector's toll-free payment line is 1-866-257-2055.
  • Drop box: there is a drop box in the courthouse parking lot.
  • Online: through the county payment portal or ARK.org.
  • Accepted tenders: cash, check, money order and credit or debit card. Electronic payments run through Information Network of Arkansas, and the county states plainly that INA adds a portal processing fee to all transactions.

One trap worth knowing: the collector states that if your check is returned as insufficient, you forfeit the right or privilege to pay by check at that office. Improvement district amounts are billed on the same statement, and unpaid real estate is certified to the Commissioner of State Lands after two consecutive years, where it stays for two more years before auction. Homestead credit in Pope County

Arkansas offers a credit against the property tax on a primary residence, and it has to be claimed rather than assumed. In Pope County the assessor's office takes the filing at (479) 968-7418.

Maximum credit, 2026 bills$600 (Act 330 of 2025)
Maximum credit, 2027 bills$675 (HB1103, Act 174 of 2026)
Applies toOne primary residence per owner
County officePope County Assessor's Office, 100 West Main, Russellville
Registration deadlineOctober 15 of the year after the assessment

Three different maximums appear in writing for this one credit, so here is the reconciliation. Pope County's collector FAQ still says the credit is up to $375, and the assessor's important information page still says up to $500. Both predate the recent increases. The Arkansas DFA states that the maximum rose to $600 beginning with 2026 tax bills under Act 330 of 2025, and HB1103, enacted as Act 174 of 2026, raises it to $675 for assessment years beginning on or after January 1, 2026, which is what a 2027 bill will show. This page models a 2026 bill, so the calculator selector stays at $600.

Pope County also applies the Amendment 79 protections: taxable value on a primary residence can rise at most 5% per year, other real property at most 10% per year, and owners 65 or older or disabled can freeze the taxable value of their residence. A sale resets the clock, because state law requires the assessor to value the property at 20% of appraised value at the next assessment date after a transfer of title. Pope County's own assessor page also notes the county mails a sales verification form quarterly after each transfer. The filing walkthrough is in how to apply for the Arkansas homestead credit.

Appealing a Pope County assessment

Start with the assessor, then the board. Pope County's appeal page summarises the three grounds the Arkansas Supreme Court has recognised for changing a property's value: the assessment is unfair compared with other land of the same kind similarly situated, the assessment is clearly erroneous because the appraisal relied on inaccurate or insufficient information, or the assessment is manifestly excessive because the appraised value greatly exceeds what a willing, knowledgeable and informed buyer would pay.

The next step is a hearing before the Pope County Board of Equalization, which meets yearly as needed during August and September.

  • Last day to schedule: on or before the third Monday in August.
  • Where to book it: through the Pope County Assessor's Office on (479) 968-7418.
  • After the board: you can appeal the board's decision to the County Court and then to the Circuit Court, but you must go through the Board of Equalization first.
  • Paying while you appeal: state law bars the county from adding penalties or returning property as delinquent while an appeal is pending, and if no final decision is reached before the payment deadline you get 30 days after it to pay without penalty.

Because Pope County's own page routes the whole process through the assessor's phone line rather than an online form, the practical step is to call early and ask what the office wants in writing. The statewide evidence rules are set out in the DFA model hearing procedures, and the site covers the wider process in how to appeal a property tax assessment in Arkansas.

Pope County median home value and median tax

Everything in this block is survey data drawn for comparison. It plays no part in the calculator, and it says nothing about a particular property.

Median home value$170,100
Median annual real estate tax$945
Median household effective rate0.56%
Population64,131
DatasetU. S. Census Bureau, American Community Survey 5-year estimates, 2024 vintage
TablesB25077 (median value), B25103 (median tax), B01003 (population)

The gap between the surveyed median bill and a millage-derived figure is worth understanding. Multiplying the median home value of $170,100 by the 20% assessment ratio and the 44.39 mill average implies roughly $1,510, well above the surveyed median of $945. Amendment 79 caps, which hold taxable value below full assessed value for long-held homes, explain most of that difference, and a large share of Pope County residential parcels sit in districts below the county average. Use the ACS numbers for context and the calculator above for any planning figure.

Pope County property tax questions

  • The county average total millage is 44.39 mills for 2026 collections, blending 40.03 school mills, 0.52 city mills and 4.25 county mills. Published rates for individual taxing combinations run from 41.3 mills in the rural Clinton #1 tier to 50.22 mills for a Russellville address inside Pottsville #61.

  • The report contains a Dardanelle #15 rural line showing zero school, zero city and zero county mills. Dardanelle is a Yell County district that fringes into Pope County, and it levies nothing here, so the row is not a real taxing combination and the page leaves it out. The lowest rate the page treats as established is 41.3 mills in the rural Clinton #1 tier.

  • Four. A Russellville city address inside Russellville #14 pays 45.82 mills, inside Dover #17 it pays 48.52, inside Dardanelle #15 it pays 45.22, and inside Pottsville #61 it pays 50.22. That is a 5 mill spread inside one city.

  • The county column totals 4.5 mills either way, but the mix differs. Russellville city rows carry 1.25 mills of road tax allotted to the city, 1 mill of county general, 1.25 mills of county road and 1 mill of library. Rural rows carry 1 mill of county general, 2.5 mills of county road and 1 mill of library.

  • The collector states that the deadline to pay 2025 taxes without a penalty is October 15, 2026. Taxes not paid by October 15 are delinquent and a 10% penalty is added plus other fees. Tax books open March 1.

  • Use the Pope County real estate records search that the assessor sponsors on ARCountyData. It covered 47,825 parcels when it was last refreshed in February 2026, and it shows ownership, legal description, land and building data and value history.

  • Apply through the Pope County Assessor's Office at (479) 968-7418. The maximum credit is $600 on a 2026 bill under Act 330 of 2025 and rises to $675 on a 2027 bill under Act 174 of 2026. Pope County's own pages still quote $500 and $375, which are outdated, so rely on the assessor.

  • At the collector's office on the second floor of the Pope County Courthouse at 100 West Main in Russellville, by mail to the same address, by phone at 1-866-257-2055, through the drop box in the parking lot, or online through the county payment portal and ARK.org.
